Houses in Multiple Occupation

Following consultation on an Article 4 Direction covering specific areas of the district, consultation responses will be considered by the Cabinet who will then decide whether to confirm the Article 4 Direction. If confirmed, this would remove the permitted development rights for change of use from dwellings to Houses in Multiple Occupation (HMO) in specific areas. Such proposals would therefore need to apply for planning permission.

Consultation process

Following a Cabinet decision on 17th September 2024 to make and consult on an Article 4 Direction, consultation will take place in November 2024. The Cabinet will then consider the consultation responses received before deciding whether to confirm the Article 4 Direction. If confirmed, the Direction would come into effect on 24th October 2025
